As per my understanding the answer for the above question should be all the years you lived in your home country before coming to UK, (you need to select Yes then it will asked you about the years so then put accordingly - see following)

Suppose if you came to UK on 2012 (at the age of 25) , then answer of this question should be yes and then 25 years .
Also wait for the (senior member/ recently who have applied through this new system) to comment.

Obviously the answer is YES. Lets say OP lived in home country from 1987-2012. Yes that he has to mention. Lets say he moved to UK in 2012. Then visited home country for 4 weeks after 2012. He need NOT mention these 4 weeks. The answer is YES obviously as you have lived elsewhere, i.e. your country of birth. Change it by hand on the printout of your online form.
If Op born here then he don't need ILR , because he is already british, but this question is related to his previous living including his country of birth.
Kindly correct me if I'm wrong
