Settlement application spouse of home students

Hi, I am a second year university student. My wife's visa has just been refused in Islamabad and the refusal letter does not give any particular reason for refusal. It is a 3-page letter and in the beginning in states " I am not satisfied that you meet all the requirements of paragraph 281 of immigration rules."

Later on it states "I am satisfied that you meet the requirements of paragraph 282 except for the following"

after this, no reason has been given. I have emailed them and 2morrw I am gonna fax them as well. It is so bizarre.

I understand that my wife will have "no recourse to public funds" endorsed on her visa, but will I be entitled to apply for an adult dependant grant? and if yes, will it creat problems when she applies for ILR? I understand however that student finance is not considered to be public funds, but just in case someone has more up to date info on this.
