EU settlement scheme with ROR

Hello guys
Please I need some advice for my cousin.
He got married in February 2013 and divorced in 2018. When applying for the PR, hecould not justified the treaty rights of his ex wife, neither proof that they had lived together.So ,HO refused the PR and he has to apply for a retain of rights to reside and it was successful.
Now he would like to apply for EU settlement scheme.
Is HO gonna request evidences related to is ex wife ( proof of living together, proof of treaty right...)
Please what sort of evidences would he will be providing to support his application?
Can he salary helps him to get the EU settlement scheme?
