Settlement visa for dependent mother

Hi
My mother applied for settlement visa and the ECO, Chennai referred to medical referee. My mother is diabetic and has high blood sugar 300 fasting and 360 after food. Whether settlement visa will be refused for this medical condition.

Can you pl clarify?
