Think job titles and actual job responsibilities depend on the defined role in firm and also amount of experience.
For example, a senior developer on 2136 need to have least 5 years of experience but a firm could have different titles for that. I was hired as senior developer on 2136 while another of my coworkers was hired as lead developer as he had another 2 years experience but his SOC was also 2136.
As long as your job responsibilities and experience full fill the defined role in a SOC, your job tile shouldn’t matter much plus I may be confusing things but when I joined on 2136, only senior developers were in shortage occupation list but then a year or so later, all programmers and developers were added to the shortage occupation list.
