Skill Matching Databse Query

Hi,

Can anyone tell me how the skills matching DB works? The Government site suggests that you need to have already logged an application for VISA. Does this imply you already need the visa, be in process of or something else? I was looking to increase my points with sponsorship and thought I could take advantage of the skills database.

Also I have a BSc Business IT degree and work as a project engineer/assistant project manager, however I'm finding it difficult to match my exact skills. I could not find project management, only general management and I could only see business and information professional for my degree. Can I pick either of the two?
