Spain, India and Uk Marriage

My Wifes brother has succesfully joined his wife in Spain,

the thing is he is telling me that in our circumstances ie indian wife coming to uk citizen that we do not need to apply for the spouse visa but speak to the british consul. Who will issue a clearance certificate.

I cant find any information on this and think that perhaps he is thinking of his entry into Spain. Can anyone clarify?

Is there a way without the expense and hassle of the marriage visa or is this the only route?

If you're British and living in the UK then your wife will need a spouse visa if you are already married.

As Meats has stated you will need a visa.

Entry Clearance Certificate is 'another' name for a visa.
