Spanish Embassy Abu Dhabi rejected Spouse Visa.

Hi,
I am Permanent resident in Spain, My wifes visa was approved by Spanish foreign affairs, which was rejected by Abu dhabi Spanish embassy without any solid grounds. There were serious mistakes in Rejection letter like my wife nationality was mentioned as IRAQI, though my wife is Indian national n Indian passport holder, the date of application was wrong. We did an appeal through a lawyer with more supporting documentation but that also was rejected without any sound reasons. Now they are not letting us apply in India.
The behaviour of people working at the Embassy is very shocking. Rude is not the word. We can not communicate with them as they do not pick up calls. Very shocking way of working by an European Embassy.

I got my wifes visa approved again by Spanish foreign affairs but they are not letting us apply in India. 3 months of travelling in India to fulfil their documentation requirements, after accepting application they say you can not apply here.
I have contacted Solvit but they can not help as its not their jurisdiction.
Please let me know what can we do as we are married more than an year and can not start our lives. I have been travelling last 8 months India and UAE to solve this compromising my work n family life.
My Wife has left her job to sort this but no positive outcome and we can not live together.
