Spanish Visa Delay from Morocco.

I am a Moroccan citizen. I have already got 5 visas to visit the district of Ceuta, Spain. In April 10th, 2015, I submitted a visa request for Spain. On April 23rd, an agent called requesting my old cancelled passport. on April 24th, I visited the agency with my cancelled passport and I was told to wait between a week to 10 days. Till today May 27th, I have received no answer. I have contacted the consulate twice but they keep asking me to wait. Many friends have requested their visa after mine and they have already received it. Do you think this is a normal procceedure?? Do I have to worry about anything? Thanks a lot for your advice.
