spouse visa query

Hi everyone,
i am planning to apply for spouse visa later this year,currently i am living in 2 bed house and living alone and paying council tax .as due to some circimstances my wedding plan get delayed so deciding to move to share accomodation and landlord agree to give any documentation required for spouse visa.
My query is as that is 3 bed flat above shop and i am not sure whther he is paying Council tax seprate for flat or he pays only Buisness rate.as per my understanding i have to get letter from landlord along tenancy agreement and letter from council that i am residing in this property.will council give me letter if i am not paying council tax directly to council?

any urgent reply will be appreciated as i didnt paid deposit yet.

Why do you need a letter from the council? Is it a council property?

No it's private property,on forum different people mentioned that along landlord letter you also need letter from council that it's adequate and non crowded residence.
Few people mentioned to get letter from housing surveyors etc

so i dont need council letter,i will just update council about new address ,i will get letter from landlord along tenancy agreement and property inspection report from independent company.

A council tax bill in your name helps to verify that you live at that address. If you don't pay council tax (included in rent) then ask your landlord to include it in the letter confirming that your spouse can live with you.
