Spouse visa refused

My settlement visa out of UK was refused on the grounds that the marriage certificate given wasn't valid, my wife has declared herself as single, her previous civil partnership dissolved. In my country civil partnership is not recognised. And during the interview I mistakenly mentioned my wife was never been in a civil relationship.
I have right of appeal. Whats the best option ? A new application? Admin review or appeal? My wife is pregnant and would like to join her soon. Please advice.

Civil partnership and marriage are 2 different thing. The later can be undertaken by both heterosexual and Homosexual couples, but the former can only be done by same sex couples.

Why did they say the certificate is invalid.

"In the marriage certificate she has declared as single and not divorced" Which doesn't make any sense as her previous civil partnership was a dissolved.
