spouse visa when can i apply for ilr

my partner got visa 20-02-2018 and moved to uk 13-03-2018

the second 2.5 year visa expire august 2023

when the earliest can i submit ILR application for my partner

is t 28 days before completing 5 years ( mean 28 days before 13-3-2023)
or 28 days before current leave to remain expire or is it different date
