Stamp 4 outside from Ireland

I'm Sudanese male married to Irish female for almost one year. I'm living now in USA as postgraduate student and my wife is in Sudan currently. I'm planing to move for Ireland. How can get Stamp 4 or at least start my immigration process while I'm in USA and get the visa here?

Stamp 4 status will be granted only when you are in Ireland. You should enter Ireland on a spouse visa, either with your wife or to join your wife, if she is already in Ireland at that time.
