UK Student VISA application outside home country?

Hi,

I want to confirm if I can apply for UK Tier 4 VISA outside my home country. I intend to go to US on H1 in couple of weeks and want to apply my UK VISA there. Would applying outside home country negatively affect VISA chances (especially after recent strictness by UK govt)?
