student visa to family dependent visa

goodmorning
i have been in the country for 7yrs 2 months i have been on a student visa for over six years. My sister is a British Citizen and her husband is a Dutch citzen. She suggested for yrs she apply for me, someone just told me her husband can apply for me even if i am 29 yrs. They have been paying my school fees all those years majority of it anyways. i live with them and do not pay rent. there have been peroids where due to illness or rejected applications i was not working and they have provided for me.
i would like to know if she or husband or both can apply for me to stay here permanently. that would give me a chance to be independent. thanks very much

In the country from which you came, were you dependent on the Dutch citizen or were you a member of his household?

Failing that, has your sister ever been resident in another EU Member State and, if so, were you dependent on her there or were you a member of her household there?

thank you for your reply. no i have only been living with them here and depending on them here. in the past when i was back home she would send me money via western union, etc but she has no receipts of that. she has never lived in another eu state. would that have been better?

Then the EEA regulations do not apply.

Possibly there may be a category in the UK Immigration Rules which you can apply under, but I'm personally not too familiar with that, sorry.
