student visa refused in the middle of course

Hi

I had PSW visa which was expired last year September. mean whie i was studying MBA when i was psw. so i send my application to convert my psw visa into student and my course will end in august 2011.

but due to not enough finance they have refused my visa, I have £5400 into my account but it should be £10700.

i send appeal though solicitors, in hearing they refused becasue the said the date we required finance that was not into account.

so in short i applied 3 appeals and finally they have refused

what should i do, final refusal was made 2 weeks ago.
can you help me please,

Can I apply student visa with new application?
