Student visa rejected

Hello there,
I have applied for a student visa on 11th Jan 2014, Unfortunately it was rejected on 20th Feb due to insufficient funds. I have appealed to tribunal and it got rejected there as well, Now I got a chance for appeal to upper panel. Its been 6 months by now which is frustrating. Now I have decided to apply for new student visa. Could anyone please help me out there, Can I apply for new student visa while other visa is under appeal If I can apply how can I do that. Thank you in advance

Yes you can

Appeal to upper tribunal in 5 working days and re-apply as student during your appeal

OR

within 28 days of receiving decision from 1st TT but this will reset your meter to 0 for 10yrs long residency
