Submitting application with inadequate referees

Hi

I'm a UK citizen and my wife has ILR on the basis of us being married for more than 2 years. We have actually been married more than 3 years and my wife would like to apply for citizenship.
We have one professionsal referee (who is also happens to be a UK citizen) that meets the requirements but we are planning to give the details of a second referee who has known her for only 2 years and 10 months. (2 months lesss than required).

The question is, would the home office refuse the application and forfeit our application fee on those grounds alone? We're thinking of being honest in the section that allowed additional circumstances to be explained.

I'm thinking it might be ok, on the basis that citizenship appears to be granted if 7 requirements are fullfilled (listed on the border agency site). The quality of the referee is not one of those reuiqrements and the person signing would do so in the knowlege that they are signing based up knowning my wife for 2years and 10 months (via the explanatory section) and hence they would not be committing any act of dishonesty.

Any advice most gratefully recevied!
