Super Priority Service refund

Hello everyone,

My husband applied for Super Priority service (UKVCAS) when switching from Tier 2(G) to Tier 2(G) in the UK.

He received a response from Home Office the same day he had visited the office in Croydon (8/1/19) asked for a police registration certificate, but he is not eligible to acquire this certificate because there is no "Pol Reg" in his vignette. He informed Home Office about it immediately.

Since he didn't receive any response, he went to Overseas Visitors Records Office and as provided with a relevant nation with no requirement to register with the police, which was sent to Home Office on 16/1/19.

There is no decision being made until now.

Is it possible to apply for a refund of Super Priority service in this case? If yes, how to do it? We can't find a form for this.
And when to expect the decision? 10 working days since 8/01 or 16/01?
