Supporting Docs for English

Hi,
I am applying for naturalisation basis 5 yrs of Tier 2 general visa & 1 yr ILR.

Am saying "yes" to the question "Have you provided evidence of your English language ability in a previous application?", stating this was done as part of Tier 2 visa application.
And saying "No" to the subsequent question '"Did you meet the knowledge of English requirement as part of an indefinite leave application made on or after 28 October 2013?" as I did not submit any proof of Eng in my ILR application.
I have my degree certificates (Engineering & MBA) from India and a letter from my institutions stating degrees were taught in English. This is what I submitted as part of my Tier 2 visa and planning to submit the same as part of naturalisation.
My questions are:
1. Would these documents (letter from institution) & a cover note explaining the above suffice? I do not have ECCTIS letter which is also mentioned as one of the documents to be submitted preferably.
2. Should I answer No or Yes to the second question above?

2. Should I answer No or Yes to the second question above?
