Switching back to UK PBS category from EEA route

Hello guys.
i have a question that is this possible that someone holding EEA2 RC can switch into other UK points based categories such as tier4, tier1 etc or can apply FLR(o) application for discretionary leave? If eea2 holder send application for any above mentioned categories will get section 3c which applies to in time application till decision.
much appreciation if someone guide about it.

The answer to that question is a no. You cannot switch to Tier 4, except you leave the UK.

Thanks for reply. How about flr (0) for discretionary leave application, can it be sent and does section 3c apply here till its decision?

Unfortunately, Section 3C is not applicable as EEA2 RC does not covey leave under the Immigration rules.

To add, I will say that the 1971 act does not apply to EEA national and their family member. They are exempt from immigration control.

I must say that I am deeply troubled about the absence of any similar protection under the EEA regulations for EEA family members.
