Switching in-country, is it possible?

Is it possible to switch from a Fiance visa to a spouse visa in-country (i.e within the UK) for a fiance of a work permit holder, and what are the requirements.

1. There is no such status as the fiance of a WP holder.

2. An incountry switch to a dependent (unless appropriate in the settled person's category) is not possible unless as a concession (by request) outside the rules on the most compelling of circumstances - such in Home Office speak means severe medical condition, death etc. I would recommend an out of country EC application. Not only will this be more straightforward it also eliminates the consequences of an incountry refusal vis a vis an adverse immigration record.
