Switching from Dependent to Tier2

I am currently a work permit holder. Can my dependent (partner) switch to Tier 2 (Employer Sponsored) if they are already in the UK?

1. As far as i know the answer is NO.
2. The dependents need to go bak to home country and apply for entry clearance.

your dependent needs entry clearance hence need to apply from home country..
