Switching to T4 from T1 PSW Dependant

Hi,

What is the conditions around switching from T1 PSW dependant to T4 Student visa ?
Can this be applied from within UK, or does one have to return to home country to re-apply ?
From the guidance, there is not much to clarify, or perhaps I am not looking hard enough.

it is not possible to switch from tier 1 PSW dependent to T4 general student. The applicant would need to apply for entry clearance.

Tier 4 (General) Student,•
Tier 4 (Child) Student,•
Tier 1 (Post-study Work) Migrant,•

Participant in the International Graduates Scheme (or its predecessor, the Science • and Engineering Graduates Scheme),

Quoting Para 55 of the said documents says what I have posted above. Now where does it say that the above category people have to get entry clearance. To the best of my understanding, this para is clarifying that anyone in these categories can "apply" or switch to Tier 4.

The phrase 'switching' refers only to in country applications where the applicant is switching from one category to another.

unless the applicant has leave in one of the categories listed he cannot switch and has to apply for entry clearance.

P/S - the sub heading for Par. 55 is 'Who can switch into the Tier 4 (General) student category?'

Thanks for your reply. So from T1 PSW currently, its an in-country switch rather than out of the country visa application?

a person on tier 1 psw can switch in country as long as they meet the other requirements for leave to remain. A person with leave as a psw dependent as per your original question has to apply for entry clearance and cannot switch.
