Switching from Tier 2 ICT to Tier 4

Hi,

I am holding a valid ICT Tier 2 visa till 2017. Now my current project is getting completed unexpectedly this month (May 2015) and per company's rules I have to travel back to home country.

I am thinking to switch my visa to Tier 4 and get enrolled with PhD program.

1) Is it possible to switch visa from Tier 2 ICT to Tier 4 from UK? Do I need to travel back to home country and apply for same?

2) As enrollment with University starts in Sep 2015, is there any way I can stay in UK even after my company cancels my valid Tier 2 ICT visa?
