Switching to Tier 2 general

Hi All

Currently I am holding Dependent of ICT Established Staff visa. My husband visa issued by March 2011.
I am working here in dependent visa. Now i am planning to switch to Tier 2 General.

1. What is the procedure?
2. Should i need to apply from out side of UK? or I can transfer my Visa here in country?
3. If my employer sponsoring me, should i need to resign here and apply again or i can just transfer.

Please help me.
