Switching Tier 2 ICT to Tier 2 General - Maintainance Funds

Hello,
I am currently planning to switch from Tier 2 ICT to Tier 2 General, and did a points calculations.
The Points awarded for Maintainance of Funds, is a bit UnClear,

As my prospective employer obviously wants me to start As Soon as Possible.

I do not currently have the Funds for the last 90 Days.

1. Do I Need to Prove I have maintenance available ? Even when I am appliying from within the UK

2. There is a point written in the Help which says, You can claim points if : you have current permission to stay as a current work permit holder.

3. My wife is on a Dependent Visa and Earns a Decent Income, currently. Will This Help?

Will my application be rejected, or do I have to apply and find out ?
