Switching Tier 4 to Tier 2

Hello,
I want to switch from tier 4 student visa to Tier 2 work permit. I got sponsor company and they are waiting for my degree copy. My student visa is valid till 25 Jan 2016. However I will get my degree in March 2016. So my questions are
1. Can I apply for TIER 2 visa without having a copy of my degree?
2. If No, Am I eligible to apply for FLRO visa?

pls guide.

If you mean without the degree certificate, then yes.

See the Tier 2 policy guidance, paragraph 17, for what is acceptable evidence of your degree. A degree certificate is just one of the options.
