TB Test Process in India

Hi Everyone,
My wife is going to apply for Spouse Visa from India (Chandigarh) and she went for TB test . However the test center person said that we don't issue certificate these days rather when you will apply for Visa, you will get a reference number for your visa application and you have to submit that reference number to the clinic and we will dispatch that certificate directly to immigration.
I just wanted to know if this is new procedure since on UKBA site it is not mentioned this way.

This is what mentioned on UKBA site.

If you do not have tuberculosis you will be given a certificate which you should submit with your visa application. The certificate is usually valid for 6 months. You will need to bring the certificate with you to the UK, and you should carry it in your hand luggage - if you do not do this, you may be delayed on arrival in the UK. We also advise you to take your chest x-ray with you to the UK, in case you need to see a doctor during your stay.
