Is the minimum salary of RCOS in RLMT include allowance?

Is the minimum salary of RCOS in RLMT include allowance?

Hey guys, my company is helping me to post an job adv to fulfill RLMT for my RCOS.
The salary shown on the job adv is £21,500–28,500 +accommodation+travel,
but the salary rates of my SOC code is New entrant: £22,800 / Experienced: £29,600
Is it ok to fulfill the minimum £22,800? Thank you.
