Could my partner come to the UK on a visa waiver for 3 months and then when it expires I return to his country in America for a 3 month visit.

It isn't a visa waiver, but the maximum is 6 months in the UK. You will both have to get in to the respective countries you are travelling to.

In theory this is possible, in practice you may have difficulties.
