Tie1 Dependant visa Same Price as Main Tier1 Applicant £600

Just checked on Ukvisas website and discovered that Tier1 dependant pay same price as main applicant. It does not use to be like that because dependant normally pays a lesser fee. This I believe is unfair because, even in-country applicant does not need to pay extra if all dependant apply at the same time as the main applicant.
