Don't ask how I know but it would seem that the UKBA has been advised (by the new government) to review all Tier 2 allocations of certificates of sponsorship and cut allocations where possible. This is likely to be officially announced next week.
My guess is that they may cut out things like chefs. Any area where they can control the numbers of immigrants coming in under tier 2.
This possibly stems from recent information that there were more tier 2 certificates issued than work permits under the old system (so the PBS has led to an increase in immigration). That's not what the government wants and it would seem they are about to stamp on it where they can.
