Tier-2 application from India

Hi,

I have recently got a job in UK with the CoS. I had my tier-2 visa last yr with another company. During that time, I had applied for Tier-1, but because of relatively old photograph, they had sent my application as invalid and had returned the application fee too. so, I assume it was not refused but simply returned.

Now, while filling the tier 2 form , i am in a fix as to what should i write to the question: "Have you ever refused UK visa?"
