Tier 2 application from United States

According to VFS Global and USCIS, all application support centers are currently closed, so are VFS Premium Application Centers. Is there any timeline for reopening these offices? Or could I apply from another country even though I am in the US?

You can only apply from your country of residency. No timelines yet when the VFS centres are reopening but should be soon for US as some other countries have reopened already.
