Tier 1 Application

Hi,
My sister is wanting to come to the UK from Australia. She has the points for a general Tier 1 visa however we see that you can't apply for that visa when outside the UK. Does that mean if she were to come over on a visitor visa, she would then be able to apply for Tier 1 general if she was physically in the UK?

Any advice would be greatly appreciated.

no, tier 1 general category is closed to all new applications
from here you can only apply for extensions, and even those are closing in april 2015
