Tier 1 BRP not delivered within 10 working days

Hi,
My husband's Tier 1 BRP has not been delivered. it is 14 working days by today.. I am worried as the PEO is saying that the card is not printed yet. My husband's friend(1 week after my husband's appointment) got the card within 3 working days. I know both of them went to the same case worker.

please help... :(
