Tier 2 Consultation 09-June-2011

Hi Guys,
Really need your help please...

I'm currently on a work permit visa started on October 2006 and expires on October 2011. I should be eligible to apply for the ILR on and after the 5th of September.

I have been offered a job with different company, starting date is mid July 2011, obviously, I will need to get a new work permit to allow me to work for them. They have arranged for me to get tier 2 visa in two weeks time which should take me nicely til September when I will be able to apply for my ILR.

As you're aware, there has been a new consultation stared by the UKBA on the 9th of June which proposes to make tier 2 a temporary visa only (i.e. doesn't lead to ILR) for all immigrants joined the points-based system after April 2011.
Would I be affected by this at all? The consultation will close by the 9th of September at which a decision will be made, technically I can apply for ILR before the 9th but do you think they would change anything between now and then (it's only two months?)...

How long does it take for the consultation outcome to become law?

the findings of consultation will not become the law until at least the end of September 2011...

its more likely it will become a law in April 2012....
