TIER 2 - cooling off period/re-entry

Hi,

I want to re-apply for Tier 2 ICT(Long term/Short term). Can anyone please help me and throw light on cooling off period. Please find my details below

i) Tier 2 ICT (short term) - Started from October 2012(22nd October 2012).
ii) Tier 2 ICT(short term) - Expired on October 2013 (21st October 2013).
iii) Travelled back to India on 04th October 2013.

Whether I will be able to apply for UK visa ICT for short term/long term (I am not sure on rules before 6 April 2010 as well).
If not for above how much is the cooling off period.

cooling-off is 12 months and you would only be exempt if you applied in the T2 ICT Long Term Staff category. See immigration rule 245GB(e)(ii)

For another T2 ICT Short Term Staff visa you could only apply on or after 4 October 2014
