Tier 2 cooloff periods

I am confused on the tier 2 cool off periods
a. If a tier 2 general migrant wants to apply for a new job within one year of the first application, is that not allowed?
b. After 2 jobs in UK on tier 2 (i.e. 2 applications), are you not allowed to apply for tier 2 for a third application without a one year cool-off? (bcoz if you haven't completed 5 years by then, u cant apply for settlement)

Kindly advise.
