Tier 2 dependant Application from USA

I am an indian citizen currently living in the UK, working on a tier 2 visa. My husband also an Indian passport holder currently residing in Atlanta, USA intends to apply for a tier 2 dependant visa. He is currently working on J1 visa (expired) with a valid DS2019 expiring in september. Can he apply for a tier 2 dependant visa while still residing in Atlanta, USA or does he have to travel back to India to apply for it? Any help is very much appreciated. Thank you
