Tier-2 dependent english language requirement

Hi,

Me (Tier-2) and my wife (Tier-4) are both in UK. My wife is planning to apply as my dependent going back home country. I have heard from some people that dependent needs english language proficiency test. I read the PBS dependent policy guidance, but I did not find any of such requirement. She has post grad degree from UK, but her IELTS certificate has been invalid in terms of duration.

My two queries are-
Whether dependent needs english language certificate?
If required, does she need IELTS? or UK degree certificate covers the english language proficiency.
