Tier 2 dependent help

Hi, not sure if this is the right forum. I need help with Tier 2 dependent Visa for me and 2 kids. My husband got his Tier 4 to Tier 2 visa approval email on 2nd Oct and his BRP has not yet been delivered to him. Also, the TNT on Friday informed him that his BRP has not yet reached them from HO. We need his BRP to apply for our Tier 2 dependent visa from India but since BRP is taking so long after the long wait for visa approval email, can we use that email instead and apply for our dependent visa? Help would be greatly appreciated as we as a family are trying hard to get united but because of this pandemic everything is testing us. Kids need to start their school and need their father the most!

You can apply for dependents without BRP. You can use the GWF number / Home office reference number of the main applicant and fill dependents.
Have you tried filling the PBS dependent application. Just start filling the details.

Hopefully before your biometrics he could have received BRP which you cant submit. BRP does not stop you from filing a dependent application AFAIK.
