Tier 4 Dependent Visa; delaying in processing

Hello,
My wife applied for tier4 dependent visa on 18 dec 2013 at new delhi India. As per processing time published in website, the decision should be made in 40 working days. In all conditions it should not be take more than 60 days. We have sent many emails but didn't get any reply from UKBA and or British High Commission. I just want to know is there any place where I should complaint or ask for the application progress. What steps I should take after passing 60 days. I submitted all necessary documents and as far as I know there is no loopholes at least in application.
