Tier 1 Dependent visa- maintenance funds

I applied for Tier-1 General on 8th July,2010 and since did not have more than GBP2800 in my account as maintenance funds, declared that my wife and kid will join me after one year of my arrival in the UK. So, got my Tier-1 visa on 15th July,2010 and am in UK now. Please advise, if I prove maintenance of funds i.e. 2800+1600+1600=GBP6000 i.e. for myself and 2 family members, (since the maintenance rules have changed from 23rd Jul,2010 i.e. should be held for a single day within one month of applying), can I apply the dependent visa for my wife and daughter before one year of my arrival as mentioned originally in my Tier 1 General application, i.e. immediately.

This is not the case. So, please follow the policy guidance and provide evidence as specified in there.
