Tier 4 Dependent Visa

I am on Tier 2 Visa and my husband is going to apply for Tier 4 visa in 2013.
1. Can I switch from Tier 2 to Tier 4 Dependent after 3 years (2016) when my spouse still has the Tier 4 visa, and my Tier 2 expires.
2. Can we apply for our son from Tier 2 Dependent to Tier 4 Dependent, again after 3 years (2016) when his Tier 2 Dependent expires. Also, does he need to go back to the home country to apply for this visa.
