Tier 2 Dependent Visa

Dear All,
I have received my Tier 2 General (main applicant) visa last year issued a CoS for a non shortage occupation.
However, based on the changes happen(after i got my visa), my job will be considered as a shortage occupation.

Currently, I want to apply for my wife's Tier 2 dependent visa, while filling up an application there is a question as below:
"Is Name Surname's work in a shortage occupation?"

I am not sure what to answer, does "shortage occupation" applies when the main Tier 2 applicant received visa. Or does it mean currently? Please, support me to resolve this issue. Thank you very much in advance.
