tier 4 dependent visa work permission

can any one tell me what is the latest rule for tier 4 dependent can he work or not my wife doing post graduation still have visa jully 2012 but when i go for masters can dependent work or not i m confused about policy coz that is very tecnical language i heard only univercity dependent can work in any case is it true some people saying above post graduation all dependent can work please can any one explain me
