Tier 4 Eligibility for ILR 10 year route

Confirming something for my spouse.
He's due to apply under the ILR 10 year route end of this year.
He entered in September 2012 under Tier 4 and was on Tier 4 till December 2016 when he switched to Tier 2 then was on Tier 2 till January 2020 when he switched to Family Visa Leave to Remain.
Can I confirm he's eligible to apply to ILR under 10 year route by September this year? I've read some conflicting things about Student Tier 4 Visa not counting towards the 10 years.

All visas count, including the visit visas.
