Tier 2(G) from Outside UK English Language Requirement

Hi,

i am in Tier 2 (G) and i switched from PSW that way i satisfied my English Language.
by brother wants to come here under Tier 2 (G) and i managed to find a sponsor for him,
how can he satisfy the English language requirement ???
does he need to have IELTS score 6 ?
